"Out of Character"

As you watch this, try to imagine the officer's motivation for hanging up on a teenage girl who was trying to get an ambulance for her ailing father. The officer doesen't like the foul language or perceived disrespect, so he decides to deny urgently needed care. He could have cost that woman's father his life. I sense some insecurity and burnout on the part of this cop.  I don't support making anyone homeless or stripping anyone of their health insurance, but I don't think this officer should have kept his job after his misdeeds, "out of character"  or not.
