Ipse Dixit

I'm just going to post this link. It seems to speak for itself. The man was naked, lying in the snow, and being beaten and Tazed. There's a possibility of a heated physical struggle that the viewer can't see, but it seems pretty clear something sadistic was happening. Note that the police officers give contradictary orders to the victim. I wonder if their reports mentioned that the suspect failed comply with orders given  by the officers.
