When one cop sees another cop getting violent, he assumes it's his right to do the same. A youth with his legs and arms getting twisted around is told to be compliant and to stop moving. Thanks to LRJTV for the footage, even if I could have done without the obvious commentary.
The problem is institutional, not individual. Do not grant cops your unwavering trust.

Hard to Watch
It seems pretty clear that the police didn't want to be filmed. The officer implies he's trying to protect the privacy of the old woman, but the busted up granny's welfare doesn't seem to be foremost on the officers minds. Credit goes to www.toxiccops.com
for the footage.

One More Reason Not to Visit Houston
Police officers bend and twist a suspect's arms while yelling, for the camera's benefit "Put your arms behind your back." Police unions won't budge an inch on officer use of force as long as by some convoluted logic it's legal, and internal affairs runs a toothless review process. That's what this article/ expose alleges anyway. What do you think?

Extortion
I'm not sure if the NYPD is especially corrupt or if it's just the sheer size of it that results in it generating so many scandals in a year. Going by news reports, the department is a violent, corrupt, and unprofessional clique.
