A Final Thought
I think I've done what I've set out do where it concerns the police. Police abuse is institutional. The culture of the police departments in America will always produce ignorant, abusive, unstable police officers. Prosecutor's have to contend with defense attorneys and so too should police departments have to deal with hostile civilian oversight. Whatever form this oversight takes, it should have the power to arrest police officers, to charge police officers for failing to restrain or report abusive fellow officers, mandate constitutional law training and retraining, and most importantly be able to fire police officers. Moreover, groups of citizens should be able to perform citizen's arrests of police officers. Here is my second to last video that should solidify my case:

An immigrant alleges that a criminal with a badge tried to shake him down for $400 then $500. The F.B.I. made an arrest.

High Speed Chase=Police Brutality
The real event will occur when police officers don't beat up their "suspect" after a high-speed chase. Yes, high speed chases get your adrenaline going, but then you'd think law enforcement professional might take that into account. Notice how all of the beating takes place where the dash-cam can't record it.
