Normally, I post cut and dry news reports of police brutality or misconduct. I like for the footage or other media to speak for itself. In this case, I think the "Huffington Post" did a good job of documenting the culture of American police departments. Early on in the video, a police supervisor admits to not having a policy when it comes to using Tazers on minors. The police excuse that an officer's safety is in jeopardy is stretched pretty thin when it involves a grown, strong man defending himself from a child.
I don't agree with the right wing views of the New World Order phobic YouTube channel "Urban Warfare," but whoever is behind this channel does a good job of finding stories involving heavy-handed policing. Once again, a police officer fails to show any kind of discretion.
Watch as a marshal attempts to intimidate his victim for having the temerity to call him on his suspicious behavior. Interestingly enough, the court officer backs the marshal while the magistrate ignores the fact that an unjustified arrest is occurring right in front of her. In my opinion, officers of the court who witness such abuse and fail to intervene are nearly as culpable the abusers themselves and should be treated as such.
Whether these police officers are poorly trained or just cruel doesn't really matter. This problem is institutional and, it seems, fatal for this victim.

One calm police office is peacefully arresting an officer when another angry, aggressive cop storms onto the situation. The other officer does nothing to restrain him while the aggressive officer attacks and taunt the police brutality victim.
There are many cops who don't view themselves as public servants. Any action they perceive as disobedient or non-compliant is in their mind grounds for serious use of force. This kind of incident, a police officer roughing up a disabled person who didn't full grasp the situation, is hardly a rarity. As is often the case when an officer behaves violently, the victim will be charged with assaulting a police officer.
In a country that seems to offer fewer solutions to serious social problems, cops will increasingly devolve into stressed out heavies who take every act of defiance personally. Cops with better dispositions will still cover for their less stable comrades.
