In a country that seems to offer fewer solutions to serious social problems, cops will increasingly devolve into stressed out heavies who take every act of defiance personally. Cops with better dispositions will still cover for their less stable comrades. In this particular case, it appears that the police officers in question were grasping at straws trying to justify their use of force.
