One More Reason Not to Visit Houston

Police officers bend and twist a suspect's arms while yelling, for the camera's benefit "Put your arms behind your back." Police unions won't budge an inch on officer use of force as long as by some convoluted logic it's legal, and internal affairs runs a toothless review process.
