If the rationale for the strikes was that officer had ordered the suspect to get on the ground, then one might wonder why the police hadn't just pulled him to the ground. Moreover, the victim is understandably panicked. Police officers often order you to be still while at the same time putting you in painful postures that are hard to maintain.
