New Jersey (Cop Gets Roughed up by Cops)

So if their stories are to be believed one cop is driving 90 in an unmarked car out of uniform while the others cops are letting their stress and fear get the better of them and  roughing up a fellow officer in the process. What does this say about the average cop's state of mind?
