New Jersey Police Department Countenances Abuse

The first question I have while watching this is "Since when do men have to wear shirts in public?" After that, this seems to be a pretty open and shut case of criminal behavior on the part of a law enforcement officer. It seemed a little overly cautious of the anchorwoman to ask if the police officer went too far. There's no question the officer went too far. The question is "why?"  The female police officer should have aggressively intervened to prevent this, but cops rarely physically confront other officers who are abusive.
