It is the business of the police officer to weigh down citizenry with fines and to put people in jail. If this seems obvious, then consider how this mindset influences a police officer who might otherwise use discretion and choose not to pursue relatively blameless motorists or arrest people for victim-less crimes. Arresting you and fining equates to an officer's job security.
