Store Owner in Bad Part of Town Stopped Hundreds of Times by Police, but Not Arrested or Prosecuted

There are times when I think describing America as a "police state" is hyperbole at best. Then, I remember that I'm white and not living near a large city. Police agencies that have to justify their budget go head-hunting.
